The All Progressives Congress (APC) in Oyo State has raised the alarm over an alleged plan by Governor Seyi Makinde’s administration to cede the 40-year-old Agodi Government Fish Farm in Ibadan to Baywood Estate, a private housing development.
The party alleged that the proposed move was part of a wider plan to expand the private estate into government-owned properties around the Agodi Government Secretariat, following the recent destruction of part of the adjoining conservation forest.
In a statement issued on Friday, November 6, 2026, and made available to journalists in Ibadan, the Oyo APC, through its Publicity Secretary, Olawale Sadare, accused the Makinde administration of disposing of government lands and other public assets for the benefit of private interests.
The party described the alleged development as another manifestation of what it called the administration’s poor management of public resources and lack of maintenance culture.
The Agodi Government Fish Farm, located between Agodi Gardens and Dandaruu Stream in Ibadan, is a facility established about four decades ago. It houses offices, laboratories, demonstration farms, fish ponds and training centres used by government personnel, students and fish farmers.
The facility also accommodates Ogunpa Lake, where different species of indigenous and exotic fish are bred for educational and commercial purposes.
Expressing concern over the alleged plan, the APC said the fish farm had contributed to human development for decades and should not be sacrificed for private estate expansion.
“We have uncovered fresh plans by Gov. Makinde and his cronies to expand the private Housing Estate projects around Agodi Government Secretariat which has birthed Baywood Estate. After the destruction of the enviable green zone that protects the environment around the area, the next in line for Governor Makinde is to level up the Government Fish Farm facility with a view to joining the large expanse of land that it occupies with the private estate,” the statement said.
The opposition party accused the governor of failing to demonstrate meaningful achievements in critical sectors, particularly agriculture and the environment, alleging that the proposed conversion of the fish farm would further undermine the state’s development assets.
It also listed Trans Amusement Park, Agodi Gardens, the Broadcasting Corporation of Oyo State (BCOS), Oyo State Library Board and the Oyo State Water Corporation among public facilities it claimed had suffered neglect or deterioration under the present administration.
The APC said the alleged development had heightened concerns among residents about the future of other government facilities around the Agodi axis, including the Agodi Government Secretariat, Government House and Cultural Centre complex.
Consequently, the party urged Makinde to suspend the alleged plan to cede the fish farm to Baywood Estate and desist from converting other public facilities into private properties.
It also called on elders and concerned residents of the state to prevail on the governor against the alleged move.
“While we call on Oyo State elders and people of conscience to caution Governor Makinde against adding Fisheries building to sold assets, we advise him and his cronies to get ready to account for all the government lands and properties which have been sold or hijacked illegally,” the APC added.
